I am the head of the Laboratory for Heterogeneous Computer Systems at the Faculty of Electrical Engineering and Computer Science, University of Maribor. My research focuses on metadata, interoperability, data management, open access repositories, data archives, digital libraries, heterogeneous and parallel processing, natural language processing, plagiarism detection, e-learning environments, knowledge management, knowledge discovery in structured and unstructured data sources, open science, and academic integrity. From 2018 to 2021, I participated in the EOSC Interoperability WG, where together with other working group members we developed the EOSC Interoperability Framework, whose recommendations serve to establish interoperability between systems within European Open Science Cloud (EOSC). At the beginning of 2021, EOSC was transformed into the EOSC Association, which established a new organization of working groups, which it called "task forces." From September 2021 to March 2024, I participated in the EOSC Semantic Interoperability TF, where I led the subgroup for metadata schema mappings and determining the minimal set of metadata. Since July 2024, I have been a member of the EOSC Association Technical and Semantic Interoperability TF (https://eosc.eu/advisory-groups/technical-and-semantic-interoperability-task-force/) and OA Expert Group: Metadata, Ontologies and Interoperability (https://eosc.eu/opportunity-area-exp/oa2-metadata-ontologies-and-interoperability/). Since 2020, I have been co-chair of the CODATA GOSC Data interoperability working group (https://goscloud.net/workingGroupsDetail/64feac15a4303c0a6598a7b3). Since 2017, I have been a member of several working groups in RDA (https://www.rd-alliance.org/members/milan-ojstersek/groups/) and since 2023 co-chair of RDA Metadata IG (https://www.rd-alliance.org/groups/metadata-ig/activity/). Since 2017, I have been a member of several working groups and a member of the auditing group of the European Network of Academic Integrity (https://www.academicintegrity.eu/wp/governance/). Since 2017, I have been a member of the editorial board of COAR vocabularies (https://vocabularies.coar-repositories.org/about/). Since 2023, I have been a member of the FAIR Digital Object Forum – TSIG Technical Specification & Implementation Group (more at https://fairdo.org/tsig-technical-specification-implementation-group/). I participated in the development of the Action Plan for Open Science for the implementation of Measure 6.2: Open Science for improving the quality, efficiency and responsiveness of research within the framework of the Resolution on the Scientific Research and Innovation Strategy of Slovenia 2030. Since 2023, I have been a member of the management board of BBMRI.si, which is part of the BBMRI ERIC research infrastructure. Since 2018, I have been a substitute member of the management board of CLARIN.si, which is part of the CLARIN ERIC research infrastructure. Since 2024, I have been a member of the expert council of IZUM (https://izum.si/o-nas/). Since 2024, I have been a member of the national mirror group 1+MG (https://framework.onemilliongenomes.eu/national-implementation#national-mirror-groups). Since 2025, I have been a member of the expert council of ARNES. Since 2016, I have been a member of the working group for the development of Digital Library of University of Maribor (DKUM). Since 2023, I have been a member of the working group for open science at the University of Maribor. Since 2024, I have been the representative of LHRS UM-FERI at the Slovenian Open Science Community (https://odprtaznanost.si/o-skupnosti/clani/), and a member of expert bodies for open science infrastructure and monitoring.

From the beginning of 1998 to 2014, I led the computer centre at the Faculty of Electrical Engineering, Computer Science and Informatics. Among the more important projects we implemented at the computer centre during this time were certainly the renewal of the computer network at the faculty (in 1998 we had the first Gb Ethernet established in Slovenia), the renewal of computer classrooms, the introduction of IP telephony, the creation of the faculty portal, a portal for distance learning support, and a system for internal communication at the faculty. I am also the leader of the project group for the operation and upgrade of the Digital Library of the University of Maribor and the national open science infrastructure.

I lead or have led the following projects at the University of Maribor level or at the Institute for Computer Science UM FERI level: 

  • GDI – European Genomic Data infrastructure (funders EU – Digital Europe (50%) and MVZI (50%), duration from 1.11.2022 – 31.10.2026 – more at https://gdi.onemilliongenomes.eu/). Partners from 23 EU countries participate in the project. Together with them, we will establish a federation of genomic data archives and services. The establishment of the Slovenian node (data archive and service ecosystem) is led by the Faculty of Medicine from the University of Ljubljana in terms of content and establishment of processes, while the implementation of the data archive and service ecosystem is carried out by the Laboratory for Heterogeneous Computer Systems (LHRS UM – FERI).
  • FAITH - Facing Academic Integrity Threats (funder EU Erasmus+, duration from 28.2.2022 to 27.2.2025). Within the project, based on good practices at the international level, we proposed criteria for minimum standards in the field of academic integrity policies in Europe with partners from Germany, Turkey, Portugal, and the Czech Republic. We also developed learning materials and conducted summer schools for teaching staff and students. In August 2023, we conducted a summer school in Maribor (more at https://enai-summerschool2023.um.si/). We also provided guidelines for preventing, deterring, and detecting academic misconduct. Information support was also developed and a support network was established to help victims of unethical practices.
  • PUPP - Partnership on University Plagiarism Prevention (funder SSHRC Canada, duration from 1.10.2021 to 30.9.2027 – more at https://pupp.uqo.ca/en/home/ ). 35 partners from Canada, the USA, and Europe are developing a strategy for preventing plagiarism at universities. Based on conducting surveys, interviews, and written assignments for students and professors, partners will gain new insights that they will use in developing a new strategy and teaching methods in the field of plagiarism prevention.
  • EUROCC2  (funders EUROHPC JU (50%) and MVZI (50%), duration from 1.1.2023 to 1.3.2026). Within this project, 33 national competence centers were established to support processing on high-performance computers (HPC). The task of national competence centers is to coordinate activities at the national level in all areas related to HPC, and they also serve as the main contact point for users from education, public administration, academic institutions and industry, for current and future HPC professionals and the general public. LHRS UM-FERI coordinates work on the project within UM, collaborates with other national competence centers, public administration, industry, E-DIHs, with centers of excellence in the field of HPC, and conducts courses in the field of GPU programming and big data management and tools to support reproducibility of research conducted on high-performance computers.
  • Development, maintenance and operation of the national open science infrastructure (funder ARIS, duration 1.1.2023 – 31.12.2030). Within the project, which is part of the Action Plan for Open Science (more at https://www.aris-rs.si/sl/dostop/inc/24/Akcijski_nacrt_odprta%20znanost.pdf), LHRS UM-FERI carries out maintenance and further development of the national open science infrastructure (more at https://openscience.si/OProjektu.aspx) and activities related to the action plan.
  • Slovenian reference genomic project. (funder ARIS, duration from 1.1.2025 – 31.12.2027 – more at https://cris.cobiss.net/ecris/si/sl/project/22976). Under the leadership of the Pediatric Clinic, University Medical Center Ljubljana, together with partners from the Faculty of Medicine from the University of Ljubljana and LHRS UM-FERI, we strive to create the first comprehensive genomic reference for the Slovenian population (Slovenian pangenome - complete set of genes and genetic variants), which will be the foundation for personalized medicine and diagnostics of rare diseases. In the first phase, we will sequence the genomes of at least 500 healthy volunteers who have already decided to participate in the project within the project, which will enable an in-depth understanding of the specific genetic characteristics of the Slovenian population. Innovative approaches, including the use of long-read genome technologies and epigenome analysis (methylation patterns), lead to improvements in the diagnosis of rare diseases, pharmacogenomics, and personalized medicine. LHRS UM-FERI carries out the informatization of processes and introduces and develops new software tools to support these processes.
  • Slovenščina na dlani 2 and 3: e-learning environment upgrade (funder Ministry of Culture of the Republic of Slovenia, duration from 1.9.2022 to 1.9.2025). In the project, we upgraded the Slovenščina na dlani e-learning environment (more at https://www.slo-na-dlani.si/project  and https://www.slo-na-dlani.si/prijava), which is intended for (self-) learning Slovenian. LHRS UM-FERI was responsible for developing new functionalities of the e-learning environment.
  • RSDO – Development of Slovenian in the digital environment (funders European Regional Development Fund and Ministry of Culture, duration from 1.6.2020 to 31.3.2023). The goal of the project was to satisfy the needs for computer products and services in the field of language technologies for the Slovenian language for research organizations, companies, and the general public. LHRS UM-FERI dealt with the extraction of professional terminology, a question-answering system, and determining relations in sentences.. More information at https://rsdo.slovenscina.eu/.
  • EUROCC (funder  EU Horizon 2020, duration from 1.9.2020 to 31.12.2022). Within this project, 33 national competence centers were established to support processing on high-performance computers (HPC). The task of national competence centers is to coordinate activities at the national level in all areas related to HPC, and they also serve as the main contact point for users from education, science and industry, for current and future HPC professionals and the general public. LHRS UM-FERI conducted courses in the field of big data management and tools to support reproducibility of research conducted on high-performance computers.
  • Establishment of a national persistent identifier and big data storage at ARNES (funder ARNES, duration from 1.6.2021 to 1.2.2022). Within this project, we established a data archive and primary and secondary servers for assigning persistent identifiers.
  • Development of a conversational agent (funder Direct4me, duration from 1.9.2019 to 30.3.2020). We created a prototype conversational robot that enables communication with users who want to pick up a package from a smart parcel locker. All communication takes place in English.
  • RITA2 – Development of software for maintaining records of scientific-research, educational, professional-organizational and professional work of employees at UKC Maribor (funder UKC Maribor, duration from 1.9.2017 to 31.12.2022). We created a repository where textual and other multimedia materials are stored (articles, proceedings, short video and audio materials, learning materials, evidence and certificates...). The software is connected to COBISS. It enables multi-criteria search, which is used for various printouts or analyses of data about an employee, group of employees, unit, department or clinic. This multi-criteria search is also used for printout in a web browser, which can be downloaded to MS Word or OpenOffice and serves as a basis for preparing documentation for evaluating conditions for obtaining the title of clinic, clinical institute or clinical department.
  • Slovenščina na dlani (funders European Social Fund and Ministry of Culture, duration August 1, 2017 to August 31, 2021). The goal of the project was to create an interactive e-learning environment for learning Slovenian as a native language (more at https://www.slo-na-dlani.si/project and https://www.slo-na-dlani.si/prijava). The Faculty of Arts, Faculty of Education, and Faculty of Electrical Engineering, Computer Science and Informatics participated. Slovenščina na dlani is an innovative interactive e-learning environment intended for use in schools when learning Slovenian, as well as for all interested external users. LHRS UM-FERI implemented the functionalities of the learning environment and the administrative interface for preparing MAKS and BERTA corpora, a phrase database, and a system for generating tasks from text corpora based on rules prepared by Slovenists.
  • INOVUP - Innovative teaching and learning in higher education (funders European Structural and Investment Funds and MIZŠ, duration from 1.10.2018 to 30.9.2022). The project follows strategic guidelines and goals defined by fundamental European and national documents in the field of higher education. By introducing more flexible forms of learning and teaching, the project contributes to ensuring and improving the quality of higher education. Activities with emphasis on conducting training and forming multipliers contributed to the establishment of more flexible and innovative forms of teaching and learning at Slovenian higher education institutions. Higher education teachers and collaborators were trained in the use of modern (flexible and innovative) forms of teaching at training sessions; likewise, multipliers will spread their knowledge from foreign universities to the Slovenian higher education space. LHRS UM-FERI implemented an IT support environment to support the processes of conducting training.
  • HPC RIVR - Upgrade of national research infrastructures - HPC RIVR (funders European Union from the European Regional Development Fund, MIZŠ and EURO HPC JU, duration from December 1, 2018 to March 31, 2021, project partners are University of Maribor, Faculty of Information Studies in Novo Mesto and Institute of Information Science). Within the project, two supercomputer centers were established (at UM and IZUM) with the main goal of strengthening national high-performance computing capacities for the needs of the Slovenian research-innovation and economic space. Within the project, a prototype supercomputer with more than 4000 processor cores was first established at the University of Maribor, which is intended for the development and testing of appropriate, mainly software solutions for the operation of the central supercomputer. Based on the knowledge gained, a supercomputer was established at the Institute for Information Sciences, which has 960 central processing unit nodes (total 1920 central processing units AMD Epyc 7H12 – 122,000 cores) and 60 graphics processing unit nodes (total 240 graphics processing units NVidia A100), the permanent performance of HPC Vega is 6.9 PFLOPS (maximum performance is 10.1 PFLOPS). LHRS UM-FERI established a big data archive within this project. All functionalities we developed for this data archive were also included in the software for repositories of the national open access infrastructure.
  • ENAI - European network of academic integrity (funder Erasmus+, duration from September 1, 2016 to August 31, 2019, more at http://ec.europa.eu/programmes/erasmus-plus/projects/eplus-project-details-page/?nodeRef=workspace://SpacesStore/eaa79e09-f4d9-4d59-8e37-f9d65b2b61eb). Within the project, we developed e-materials, defined common assessment methodologies, guidelines in the field of academic integrity, and a glossary in the field of academic integrity. Materials are translated into the languages of partners.
  • Maintenance and further development of the national open access infrastructure (2013-2022; funders: Slovenian universities, independent higher education institutions and the Central Technical Library of the University of Ljubljana, IZUM, ARNES).
  • ESCAPE – "Escape from history to the future – on the path of tolerance"  (funder EU structural funds SI-HU), UM-FERI's task have been to establish a web and mobile application using Web 4.0 technologies.
  • DETOX - "Rural detoxification by discovering treasures of cultural heritage" (funder SI-HR from October 1, 2016 to September 31, 2018), UM-FERI's task will be to establish a web and mobile application using Web 4.0 technologies.
  • Slovenian scientific texts: sources and description (funder ARRS,   January 1, 2016 to December 31, 2018 – leadership at UM-FERI, project coordinator is IJS). In the project, we will create an extensive corpus of Slovenian scientific Slovenian, which will contain texts taken from the open science portal. The corpus is linguistically annotated with newly developed tools that further improve the quality of annotation of Slovenian language resources. We have developed methods for text classification and key phrase extraction that  improve the usability of the Slovenian open science portal by enabling more complex content search, and recommendations of key phrases. The corpus serves as a basis for new methods of automated extraction of Slovenian terminology. The extracted terminological candidates will be published through a freely accessible web dictionary interface that will enable both browsing and editing of collections, which will enable Slovenian scientific communities from various fields to participate in managing the terminology of their field.
  • ODUN (2012-2013, funders European Structural Funds and MIZŠ) and continuation to date. We established a national open access infrastructure – we established processes for inserting publications and final study works, institutional repositories of four Slovenian universities and a national portal that serves common search, recommender system and plagiarism detection system; More at http://www.openscience.si/).
  • CITEK (funder EU MED, 2013-2014) – this is the capitalization of five European MED projects, within which we established a common open data portal from project information systems and common infrastructure that connects five software platforms, enabled common search and collaboration; UM contributed data and infrastructure that was built within the R&D Industry project. Partners from Italy, Croatia, Malta, Spain, Belgium, France and UM participated). I was the content leader of the project on behalf of UM. In the laboratory, we also implement linked open data from the R&D Industry project database.
  • Metal Knowledge Network - Knowledge management and semantic search for metal industry in Slovenia and Austria (funder SI-AT, 2011 – 2013); We created infrastructure that enables semantic search and semantic annotation of structured and unstructured content from the field of metal processing industry; The software uses language infrastructure for Slovenian, German and English. TALUM, UNIOR, MLM, BFI, UM_FERI and FH Eisenstadt participated.
  • RD&Industry (funder EU MED, 2011-2013), We created a software platform that enables recording of research activity at a research organization. Partners from Spain, France, Greece, Italy and UM, which was the lead partner, participated in the project.Milan Ojsteršek was the content leader of the project and was responsible for integrating data from COBISS, SICRIS, ARRS, information and authentication systems of research organizations.
  • ESO-Mreža 1 in 2 (funder MIZŠ, 2008 – 2011): Together with the company 3-PORT from Koper, we established infrastructure that connects the municipality's backend information systems with external services that enable informing clients through a natural language question-answering system, electronic execution of the entire process from application to decision issuance, performing informative calculation of communal contribution through communication in natural language, testing municipal officials through a system that asks and accepts answers in Slovenian...

  • Phare SACELS - Slovenian-Austrian mutual e-learning space (EU funds from the PHARE program 2003 – 2004). The basic goal of the project was to build a multilingual (in Slovenian, English and German) portal for e-education and lifelong learning in small and medium-sized enterprises in the region, while at the same time we have developed two adapted "on-line" programs for learning and training in small and medium-sized enterprises (Strategic thinking for strategic planning and Human resource development).
  • Design and application of a travel survey for european long-distance trips based on an international network of expertise (EU Fifth framework programme, 2002-2003). The methodology was adopted by Eurostat.

As a member of the project team, I participated in the following projects:

  • DAPHNE (funder EU H2020, duration from December 1, 2020 to November 30, 2024). The goal of the DAPHNE project was to implement an open and extensible system infrastructure for integrated data analysis pipelines. Our goal was to build a reference implementation of language abstractions (i.e., APIs and domain-specific language), intermediate representation, and compilation and execution techniques with support for integration and job deployment in heterogeneous graphics accelerators and memory devices. UM FERI was involved in project work from project management, system architecture, compilation and domain-specific language abstraction, execution environment and integration, through use case preparation, performance measurements and analysis to dissemination and exploitation of project results.
  • Web portal Franček (funders European Social Fund and Ministry of Culture, duration August 1, 2017 to September 30, 2021). The portal contains answers to questions about meaning, usage, semantic connection (synonyms, hypernyms), (non-)marking, register, stylistic features, pronunciation, inflection, origin, dialectal usage and historical placement of Slovenian language vocabulary. A tool that connects dictionary content with grammatical content, a language advisory service and a new School Dictionary of the Slovenian Language have been added to the portal. UM-FERI participated in building a tool for searching freely available photographs and in the graphical display of synonyms.
  • E-gradiva.net: Collaboration on the project of building e-materials for secondary computer schools. Milan Ojsteršek created materials in the field of managing programmable devices and designing and developing software applications. (2010-2011)
  • National strategy for e-education in the Republic of Slovenia (2006).
